Michael Ring

Question:

75 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a REP scheme application from a person (details supplied) in County Galway was received in his Department; the position regarding the application; and when this person will receive payment. [7288/02]

The person concerned lodged an agri-environmental plan and application under REPS 2 on 20 February 2002. It is being processed at present in accordance with the targets set out in the protocol on direct payments to farmers.

John Perry

Question:

76 Mr. Perry asked the Minister for Agriculture, Food and Rural Development further to Parliamentary Question No. 277 of 30 January 2002, the reason a person (details supplied) has not received a 2001 headage payment; if an overpayment has been made to an adjoining herd owner; when the necessary paperwork will be processed to ensure that payment is released; and if he will make a statement on the matter. [7377/02]

As stated in my reply to Parliamentary Question No. 277 of 30 January 2002, one of the parcels claimed by the person named in his 2001 area aid application overlapped with a parcel of land claimed by another applicant. Following contact by my Department with both herdowners, the problem was resolved in favour of the person named. His area aid application has now been fully processed with no outstanding errors. The other herdowner in this case has not received any overpayments in respect of 2001 area aid related schemes.

The person named has made one application for special beef premium 2001 in respect of one animal, and payment will issue within the next two weeks now that the area aid details have been finalised.

The person named also applied for premium for ten animals under the 2001 suckler cow premium scheme. The application has been processed to payment stage and his 100% entitlement will issue as soon as possible. His entitlement under the 2001 area-based compensatory allowances scheme will issue as soon as possible.

Question:

77 Mr. Higgins (Mayo) asked the Minister for Agriculture, Food and Rural Development the reason for the failure to pay the suckler grant to a person (details supplied) in County Mayo. [7393/02]

The person named applied for premium for 17 animals under the 2001 suckler cow premium scheme. It was found at an on-farm inspection that two animals, tag Nos. CNA565643 and TJCJ0017K, were not recorded on the herd register of bovine animals. It is a requirement under clause 27(b) of the terms and conditions of the scheme that each producer must maintain and keep up to date in the official herd register of bovine animals, accurate and full records of all animals in the herd. A formal notification issued to the applicant informing him that the two non-compliant animals on his suckler cow claim were being rejected.

In relation to non-claimed animals, 11 animals were omitted from the herd register, seven had no passports and one had lost both ear tags. As the level of non-compliance with identification and registration was found to be greater than 20% no aid is payable under 2001 suckler cow or extensification schemes. The person named has since appealed this decision. The person named will be notified of the outcome as soon as possible.
