580 Ms Shortall asked the Minister for Public Enterprise the reasons people under five are specifically excluded from qualifying for the disabled parking sticker; if his attention has been drawn to some inconsistencies in the operation of this scheme where some under this age have been deemed eligible; if he will amend regulations to allow all children qualify if they meet the medical criteria; and if he will make a statement on the matter. Article 43 of the Road Traffic (Traffic and Parking) Regulations, 1997, S.I. No. 182 of 1997, provides for the issuing of permits by local authorities, the Irish Wheelchair Association and the Disabled Drivers Association to a person who is suffering from a disability that prevents that person from walking or causes undue hardship to the person in walking. The regulations do not restrict access to these permits on an age basis.
