332 Mr. Naughten asked the Minister for Transport his plans to amend the legal minimum for car seat design to help to prevent whiplash; and if he will make a statement on the matter. [14603/02]

Directive 98/14/EC on motor vehicle type approval lays down the requirements and standards that all new passenger cars must meet before they can be registered for use for the first time. The requirements include specified standards for seat strength and head restraints, intended to protect occupants in the event of an accident. Individual member states are not free to introduce requirements that would be additional to those set out in the directive because they could constitute a new barrier to the smooth functioning of the internal market.
