I believe the best steps to be taken are to bring about a realistic set of expectations on pay, to continue to improve the competitive environment in the State and to pursue a stable and sustainable budgetary course. I am sure that the Deputy concurs with this and will have seen these themes elaborated on by the Taoiseach, Tánaiste and I when addressing the social partners on 31 October 2002.
