Written Answers. - National Drugs Strategy.

197 Mr. O'Shea asked the Minister for Justice, Equality and Law Reform when he expects to publish the national targets for supply reduction for each major type of drug, which was promised in An Agreed Programme for Government; and if he will make a statement on the matter. [19300/02]

The national drugs strategy sets out the Government's policy framework through which all those involved in addressing the drugs problem will work for the next seven years. The strategy provides for objectives and key performance indicators, including in the area of supply reduction. One key performance indicator is to increase the volume of opiates and all other drugs seized by 25% by end of 2004 and by 50% by end 2008, using 2000 seizures as a base. The strategy, which is published in the report entitled Building on Experience, is available for consultation in the Oireachtas Library. It may be purchased also from the Government publications sales office or from any bookseller.

The strategy provides also that objectives and key performance indicators should be incorporated into the statements of strategy of relevant Departments and agencies. In this regard, a major focus of the Garda Síochána policing plan 2002 is on the implementation of the measures to achieve the objectives in the strategy relevant to the Garda Síochána. My Department's new statement of strategy will be published in the near future and will reflect the key performance indicator mentioned above.
