The pricing and underwriting of insurance is a matter for each insurance company and EU law prevents governments from intervening in such matters.
The penalty points system was introduced by my colleague, the Minister for Transport, Deputy Brennan. I understand that insurance companies have intimated to him that they wish to formulate an agreement in relation to their assessment of driver risk following its introduction.
