Question:

339 Mr. Boyle asked the Minister for Health and Children the moneys which have been expended in his Department by area and projects to date, under the RAPID and CLÁR programmes. [25858/02]

A major capital health project for an Alzheimer's disease day care centre at Kilgarven, County Kerry, is being funded at a total cost of €805,000 under the CLÁR programme. The Southern Health Board is providing €528,000 to the project. CLÁR funding, provided by the Department of Community Rural and Gaeltacht Affairs of €226,000 has been allocated, and the Alzheimer's Society has also raised €51,000 for the centre. Discussions are at present ongoing regarding the provision of additional CLÁR funding for other major capital health projects. A number of small capital projects relating to health service provision in CLÁR areas are also being funded under the CLÁR programme. The total cost of these projects is €2,613,311. The health boards are providing €1,906,275 and the balance of €707,036 is being provided by CLÁR funding. The attached schedule details the amount of CLÁR funding and the total amount of funding which has been allocated to each of these projects.

In relation to the RAPID programme, Government policy is that RAPID is to be funded through the prioritisation of the identified areas and the front loading to them of a significant share of the funding allocated under the national development plan. Agencies have been asked to implement the programme from within their existing resources. Officials from my Department have written to the RAPID co-ordinators and to the chief executive officers of the relevant health authorities to request that they prioritise the list of projects for their board, paying particular attention to the top five priorities. They are also asked to consider re-prioritisation that could be made on the basis of RAPID type projects from their 2002 allocation and which could be implemented within existing resources and to include as many prioritised RAPID proposals as possible in their service plans for 2003.
An internal group comprising representatives of relevant units within the Department of Health and Children has been established to ensure co-ordination with health board counterparts in service areas for which RAPID proposals have been submitted. Until health board service plans have been received in the Department of Health and Children, it will not be possible to indicate the amount of money allocated for RAPID in 2003.
