Question:

354 Mr. J. O'Keeffe asked the Minister for Justice, Equality and Law Reform if he will publish the memorandum which the former Minister for Justice, Máire Geoghegan-Quinn, left on the Mahfouz file before she left office and which she showed to the current Taoiseach in 1994 to enable an independent analysis of the Citizenship Acts and the granting of Irish citizenship under the passports for investment scheme; and if he will make a statement on the matter. It has never been practice in my Department to publish specific details or papers related to individual applications for naturalisation, including investment-based cases, and I do not intend to depart from that practice in this instance.

The review group on investment-based naturalisation carried out an assessment of the operation of the investment-based scheme. The group's findings in this regard are set out in section 2 of its report, which I published on 4 August last and copies of which were placed in the Oireachtas Library. The review group comprised not alone representatives of Departments but also representatives of Enterprise Ireland and IDA Ireland as well as two outside experts.
