Question:199 Ms O. Mitchell asked the Minister for Transport if he will consider the introduction of a new lower maximum speed limit in residential areas. [26885/02]
Written Answers. - Road Safety.
The standard speed limit for built-up urban areas is currently 30 miles per hour. However, there is a general obligation that a vehicle shall not be driven at a speed exceeding that which will enable its driver to bring it to a halt within the distance which the driver can see to be clear.
I have indicated that it is proposed to introduce a metric system for the measurement of speed. The adoption of metric values for speed limits will of itself create the need for alterations to the imperial values applying at present. The last comprehensive review of speed limits was carried out between 1990 and 1992 which resulted in the adoption of the current structure. I intend to take the opportunity afforded by the process of metrication to review that structure in consultation with the Garda Síochána, the National Roads Authority and the local authorities, in view of the particular role given to the latter in the Road Traffic Acts in the application of speed limits at specific locations.

Question:200 Mr. Crowe asked the Minister for Transport if, in view of the recent court decision holding owners of school buses liable where no safety belts are available, he will take cognisance of this important decision; and the steps he is taking to draw up legislation which covers the fitting and use of seat belts on public transport.
