Question:

202 Mr. Penrose asked the Minister for Defence when he will sign a commencement order for the implementation of the provisions of the Civil Defence Act 2002; and if he will make a statement on the matter. [1476/03]

A commencement order to give effect to the provisions of the Civil Defence Act 2002 necessary for the appointment of a Civil Defence Board was signed by me on 24 April 2002 and I subsequently appointed the full inaugural board in June 2002.

The necessary support structures to enable the board to carry out its functions are in the process of being put in place. In that regard, I am anxious that the board be given responsibility for the management of civil defence at national level as soon as possible. I am confident that I will be in a position in the near future to effect a further order formally establishing the board.
