Question:

250 Ms O'Sullivan asked the Minister for Education and Science if he has assessed the effect on educational provision of a possible strike of staff of vocational education committees; the efforts being made to avoid such a strike; and if he will make a statement on the matter. [6286/03]

I am aware of the possible implications for vocational education committees of industrial action. My Department is engaged in ongoing intensive discussions with the Department of Finance concerning the implementation of the terms of agreement reached between my Department, the Irish Vocational Education Association and IMPACT, based on the structural and administrative staffing framework outlined in the Rochford report.

The Rochford report sets out a comprehensive blueprint for structural and administrative change that is designed to give vocational education committees the capability of responding to increased demands, to meet higher standards of accountability and in providing value for money. The report reflects very clearly that the process of strengthening administrative structures is a complex and multi-faceted issue, which requires careful planning, consultation and co-operation by all concerned.

I assure the Deputy of my commitment to progressing this matter, subject to resources permitting, in consultation with all the parties concerned.
