Question:

128 Aengus Ó Snodaigh asked the Minister for Finance the steps that are necessary for community groups in the areas most affected by the drugs crisis to access moneys paid in fines to the courts so that they can be used to the benefit of the community. [9481/03]

Article 11 of the Constitution provides that: "All revenues of the State from whatever source arising shall, subject to such exception as may be provided by law, form one fund".

Therefore, fines collected by the courts which are not specifically covered by legislation are required to be paid into the Exchequer account of the central fund as required by the Constitution.
