Written Answers - National Development Plan.

Question:

36 Mr. Eamon Ryan asked the Minister for Finance the proposed timetable and structure for the mid-term review of the national development plan due to be carried out by his Department. [9598/03]

The mid-term review of the national development plan-community support framework, NDP-CSF, will comprise of a number of different but interlinked elements. A number of evaluations of elements of the NDP-CSF have already been conducted and mid-term evaluations of each operational programme are currently in train and are expected to be completed by the end of August this year.

The Department of Finance has recently appointed a team led by the ESRI to conduct the mid-term evaluation of the NDP-CSF on which the review will be based. The ESRI is due to submit its final report towards the end of this year. The nature of the mid-term review cannot be definitively determined until the outcomes of the mid-term evaluations of each of the operational programmes are completed and the initial findings from the NDP-CSF evaluation are available. Additionally, the mid-term review will take account of the main external developments since the NDP was produced, reflect major policy developments and progress to date on delivery of the NDP's objectives and the budgetary outlook.
