Question:

595 Mr. Naughten asked the Minister for Transport when he intends to introduce changes to driver testing in line with Commission Directive 2000/56/EC on revised minimum driving test standards; the timescale for the introduction of these changes; if these changes will be by ministerial order or if they will require primary legislation; and if he will make a statement on the matter. [12339/03]

EU Directive 2000/56/EC sets out additional requirements for the driving test. The implementation date for the new requirements, with certain exceptions, is 30 September 2003.

Changes requiring additional manoeuvres to be undertaken by motorcyclists must be implemented by 11 October 2005 while changes relating to the minimum vehicle requirements for the test must be implemented by 11 October 2010. Work is ongoing in my Department to enable the respective implementation dates to be met. Implementation will be by way of regulations made under the Road Traffic Acts.
