Minister for Community, Rural and Gaeltacht Affairs
the expenditure by his Department on a county basis to date in 2003 under the various headings; and if he will make a statement on the matter.

The following is the expenditure of the Department on a county basis for the year to date follows in so far as it is feasible to provide it.
Subheads A1 – A8 – Administration
Expenditure for the year to date comes to approximately €4.5 million. While most of the personnel are based in Dublin and Furbo, County Galway, it is not possible to assess the benefit of this expenditure on a county basis.
Subhead B – Íocaíocht leis an Foras Teanga
Expenditure to date for 2003 is €4.6 million. Because of the nature of the spend it is not possible to give a meaningful county breakdown.
Subhead C – Íocaíocht le Ciste na Gaeilge
The following is a breakdown of the spend to date – it is not feasible to give the ultimate location of benefit of much of the spend:

Subhead H1 – Údarás na Gaeltachta – Caiteachas Reatha
Spend to date comes to about €3 million and most of the personnel are based in Galway, Donegal and Kerry. However the benefits would accrue throughout the Gaeltacht areas.
Subhead H2 – Údarás na Gaeltachta – Deontais do Thionscail
A total of €6.5 million was spent to the end of April. A breakdown of this on a county basis is not immediately available.

Subhead N1 – Western Development CommissionPayments to the Western Development Commission to date total €676,329. County Roscommon would be the primary beneficiary in this case as the WDC is based in Ballaghadereen. However, other western counties would benefit indirectly.
Subhead N2 – Western Investment Fund
A breakdown on a county basis of the €1.334 million dispersed by the Western Investment Fund to date is not available. The counties covered by the fund are the five Connacht counties, Donegal and Clare.

This subhead also covers the Area Based Rural Development Scheme, which is a similar scheme to Leader+ but covering the parts of the country not covered by the latter scheme (see under Subhead O2 below).
Subhead O2 – Leader, INTERREG and Peace ProgrammeUnder the Leader Programme approved local action groups are funded with public funding (EU and National) to implement multi-sectoral business plans for the development of rural areas. In total there are 38 groups operating in all 26 counties (when the area based rural development scheme is taken into account) and these are engaged in funding small-scale capital projects. Figures under these schemes, totalling around €5 million to the end of April, are not available on a county basis.
Again, while a county breakdown is not available under the INTERREG* and Peace programmes, the schemes would be relevant to the six Border counties (*also involves an Ireland/Wales Measure).
