Question:

655 Mr. R. Bruton asked the Minister for Justice, Equality and Law Reform the number of casinos now operating in Dublin; if these casinos operate outside the ambit of the Gaming and Lottery Acts; and if he plans to introduce new legislation to alter the legislative base within which these clubs operate. [15321/03]

Under Irish law, gaming and gambling is illegal, except where it is specifically permitted under the Gaming and Lotteries Act 1956. Certain gaming activities, such as those carried out in casinos, are prohibited. I am informed by the Garda authorities that they are aware of five establishments in the Dublin area that operate activities similar to that of casinos, one in the north inner city and four in the south inner city. These establishments operate as clubs for the exclusive use of private members and are not open to the public. Legal advice indicates that such clubs are not subject to the provisions of the Gaming and Lotteries Act 1956. There are currently no proposals to amend the law in this specific matter. However, legislative requirements in the gaming and lotteries area are currently being assessed and I intend to keep this matter under review in that context.
