476 Mr. O'Connor asked the Minister for Justice, Equality and Law Reform if his attention has been drawn to the public concerns regarding the increased availability in Dublin of crack cocaine; if he will report on action being taken; and if he will make a statement on the matter. [21940/03]

I am informed by the Garda authorities that there are indications of an increase in the availability and use of cocaine in Dublin in the recent past. However, offences involving cocaine represent a small proportion of the overall number of drug offences annually.

Operations have been initiated throughout the Dublin area in response. Divisional and district drug units, working closely with Garda national drugs unit, have targeted known suppliers and abusers.

The forensic science laboratory analyses drugs seized and, based on its analysis, there have been three separate seizures of crack cocaine in Dublin since 1 January 2003. The situation will continue to be monitored throughout the Dublin area and operations targeting suppliers of crack cocaine will continue.

The Garda authorities have also informed me that, in accordance with a commitment in the annual policing plan 2003, the Garda research unit, in conjunction with the Garda national drugs unit, is conducting research into cocaine usage and criminal activity and will bring forward policing recommendations accordingly. The objective of this research is to provide a better insight into the linkages between cocaine usage and criminal activities and inform police management on appropriate policing strategies. The Garda authorities have also initiated a broad study into illegal drug use and associated crime. The results of this research will provide a clear picture in relation to overall trends in drug misuse.
