Written Answers. - Grant Payments.

Michael Ring

Question:

100 Mr. Ring asked the Minister for Agriculture and Food the details of the revised decision from the agriculture appeals office in respect of an appeal for payment for 26 animals under the 2002 suckler cow premium scheme by a person (details supplied) in County Mayo. [22688/03]

The agriculture appeals office found that the herd owner should be paid the equivalent of suckler cow premium on 27 animals under the 2002 scheme.

John McGuinness

Question:

101 Mr. McGuinness asked the Minister for Agriculture and Food the advice or assistance which can be given to a person (details supplied) in County Kilkenny who wants to increase suckler cow quota from ten to 40; the number of farmers nationally who find themselves in this position; and his plans in this regard. [22699/03]

There is no record in my Department of having received an application from the person named for an allocation of suckler cow quota from the 2004 national reserve.

The closing date for receiving completed applications was 26 September 2003 and I regret to say that an application cannot be considered at this stage.

Some 2,500 farmers have applied for suckler cow quota from the 2004 national reserve and their applications are now being processed.

Jimmy Deenihan

Question:

102 Mr. Deenihan asked the Minister for Agriculture and Food when a suckler cow grant will be made available to a person (details supplied) in County Kerry; and if he will make a statement on the matter. [22735/03]

The person named applied for premium for six animals under the 2002 suckler cow premium scheme. Payment of the 80% advance instalment amounting to €1075.92 issued on 16 October 2002. Regarding the balancing payment of €268.98, a cheque for €222.12 issued to the herdowner on 1 May 2003 while an amount of €46.86 was recouped in respect of an overpayment under the 2002 area based scheme.

The person named is also an applicant under the 2003 suckler cow scheme. Advance payments under this scheme are due to commence later this month.

Ned O'Keeffe

Question:

103 Mr. N. O'Keeffe asked the Minister for Agriculture and Food the reason a person (details supplied) in County Cork is receiving payment in respect of their total land-holding under the disadvantaged areas compensatory allowance scheme 2003 under the lowland less severe category when their total holding is classified as lowland more severe; and if his attention has been drawn to the fact that all other farmers in the same townland have received payment under the lowland more severe category. [22736/03]

The total holding of the person named is in the townland of Gortnaskehy in the district electoral division of Gortnaskehy. The townland is entirely designated as less severely handicapped (lowland), and the person named was correctly paid under the 2003 disadvantaged areas compensatory allowance on this basis, as were all her neighbours in the same townland who were eligible for the compensatory allowance.

Michael Ring

Question:

104 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive the area based payment for 2003. [22737/03]

The holding of the person named was selected for an on-the-spot inspection in accordance with normal control procedures. This process has now been completed and his 2003 area aid application has been fully processed with an area of 30.75 hectares determined for payment purposes. Payment of his full entitlement under the 2003 area-based compensatory allowance scheme will issue shortly.

Cecilia Keaveney

Question:

105 Cecilia Keaveney asked the Minister for Agriculture and Food the position in relation to an area aid application for 2003 by a person (details supplied) in County Donegal; and if he will make a statement on the matter. [22738/03]

The person named included a land parcel on his 2003 area aid application in respect of which an overclaim was determined. The area aid unit wrote to him in this regard and a reply is awaited. Until this matter is resolved his application cannot be fully processed and no area related payments can issue.
