Question:

231 Mr. F. McGrath asked the Minister for Finance his views on whether it is possible to have a low tax regime and a quality health ser vice; and his plans to release more funding for the health service. [22884/03]

I see no contradiction in pursuing a low tax regime and seeking to achieve a quality health service. The level of funding of the health service has increased by 150% since 1997 facilitated by the resources released by strong economic growth. A recent report in the Irish Banking Review found that public expenditure on health in Ireland is now the highest in the EU at 8.6% of GNP and, in per capita terms, it is third highest behind Denmark and Luxembourg. If we want to maintain economic growth in the future, it will be necessary to sustain a competitive tax system. As regards future health funding, that is a matter for the budget.
