Question:

70 Mr. Durkan asked the Minister for Transport if his attention has been drawn to the already serious traffic chaos that exists throughout Dublin city arising from Luas and various road works; the way in which this is likely to be affected by the proposed weekend closure of the DART; when his attention was first drawn to the DART upgrading proposals; if consideration was given to the likely traffic impact; the action he took on foot of same; and if he will make a statement on the matter. I make no apology for the fact that significant investment is taking place on a number of major infrastructure projects around Dublin. Unfortunately, the nature of the projects involved means that disruption and inconvenience will be experienced by the public during the construction phases.

I am informed by the Rail Procurement Agency that most of the work on laying Luas tracks at road junctions should be completed by Christmas and that this should alleviate matters. The work on upgrading the DART is being confined to weekends and is being undertaken in two phases to minimise the impact on traffic. However, as I said in my reply to a previous question I am pleased to say that Irish Rail has agreed to cease these works for December and resume in the New Year. Alternative bus services are being provided to minimise the impact and reduce private cars coming into the city at weekends.

When the Luas services commence next year and the port tunnel and DART upgrade are completed in 2005, we will have made good progress towards providing the level of transport infrastructure that is expected of a capital city on the 21st century.
