484 Mr. McGuinness asked the Minister for the Environment Heritage and Local Government the number of ICT projects or initiatives being undertaken by his Department; the cost of each project; if they are being or have been deliv ered within budget and on time; and if he will make a statement on the matter. The following table gives details of the major ICT projects under way in my Department.

To develop a tracking system for processing of development applications relevant to the built and natural heritage

House Price Statistics

Develop a system which will allow for the transmission of data relating to mortgage transactions from all mortgage lending institutions. The data will be used to produce a mix adjusted house price index.

Implementation of GIS Strategy

To develop a LAN based intranet of GIS data relevant to the natural heritage.

Private Rented Tenancies

Develop a registration and case tracking system for the PRTB which will have responsibility for the registration of all residential tenancies

Now due for completion by end November; delayed for approximately six months.

All the above projects were covered by fixed price contracts to ensure that there are no cost overruns. Moneys paid beyond the contract price were as a result of change control procedures arising from functionality being developed which was over and above that agreed in the contract.
A number of factors gave rise to the timescales for some projects being extended, including development of additional functionality, delays on the part of developers and technical and resource issues.
