Question:

35 Mr. Durkan asked the Minister for Defence the extent to which Irish defence policy is in line with European defence and security policies; and if he will make a statement on the matter. [29470/03]

The European and international aspects of defence policy were considered in great detail in the drafting of the Government's White Paper on Defence which was published in February 2000.

In this regard I would refer the Deputy to chapters three and six of the White Paper, which outline defence policy considerations in terms of European and international security issues.
Ireland and the EU both recognise that primary responsibility for the maintenance of international peace and security rests with the United Nations. The EU is seeking to enhance and build on existing co-operation with the UN as can be seen in the recent joint declaration issued by the EU and the UN in September of this year.
Our participation in European Security and Defence Policy is based on the principles of national sovereignty, voluntary participation and unanimity of decision making. Ireland's defence policy takes account of and is entirely consonant with the EU's current efforts to establish a capability to carry out the Petersberg Tasks.
