Scrutiny of EU Legislative Proposals

The first proposal is from the Department of Communications, Energy and Natural Resources. COM (2011) 370 concerns energy efficiency and involves the repealing of Directives 2004/8/EC and 2006/32/EC. It is proposed that this proposal warrants further scrutiny. Is it agreed, therefore, that the committee should invite officials to speak on this matter? Agreed.

COM (2011) 425 from the Department of Agriculture, Food and the Marine is a proposal for a regulation of the European Parliament and the Council on the Common Fisheries Policy. It is proposed that it warrants further scrutiny. Members can agree to invite departmental officials or the Minister to address the committee on the progress made in dealing with the concerns raised. We might also write to the Department to seek updates on the matter. Is that agreed? Agreed.

COM (2010) 471 from the Department of Communications, Energy and Natural Resources concerns a decision on radio spectrum policy. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2011) 4042 relates to roaming charges on public mobile communications networks within the European Union. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2010) 745 and COM (2010) 772 from the Department of Agriculture, Food and the Marine relate to technical amendments to CAP rules. It is proposed that these proposals do not warrant further scrutiny. Is that agreed? Agreed.

COM (2010) 746 concerns codification of the directive on tractor safety. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2010) 759 is a proposal to amend Council Regulation (EC) No. 834/2007 on organic production and the labelling of organic products. Based on the information available, it is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

With regard to establishing a common organisation of agricultural markets, COM (2010) 799 is a single CMO regulation on the delegated powers of the Commission, while COM (2011) 193 is a single CMO regulation on its implementing powers. It is proposed that these proposals do not warrant further scrutiny. Is that agreed? Agreed.

On tractor emissions, COM (2011) 1 is a proposal to amend Directive 2000/25/EC to take account of the revision of levels of emissions from narrow track tractors. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2011) 50 is a proposal to authorise the placing on the market of wood preservative creosote in accordance with the biocidal products directive. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2011) 53, COM (2011) 54, COM (2011) 55, COM (2011) 56, COM (2011) 57 and COM (2011) 58 relate to adjustments to trade agreements. COM (2011) 88 and COM (2011) 89 relate to EU-Palestinian Authority trade agreements. It is proposed that all of these proposals do not warrant further scrutiny. Is that agreed? Agreed.

COM (2011) 67 relates to the Stockholm Convention on persistent organic pollutants. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2011) 221 and COM (2011) 223 both relate to EU-Georgia agriculture agreements. It is proposed that these proposals do not warrant further scrutiny. Is that agreed? Agreed.

COM (2011) 277 is a voluntary partnership agreement between the European Union and the Central African Republic on forest law enforcement, governance and trade. COM (2011) 282 is a voluntary partnership agreement between the European Union and the Central African Republic on forest law enforcement, governance and trade in timber and derived products. COM (2011) 369 is a voluntary partnership agreement between the European Union and the Republic of Liberia on forest law enforcement, governance and trade in timber products and COM (2011) 371 is a voluntary partnership agreement between the European Union and the Republic of Liberia on forest law enforcement, governance and trade in timber products to the European Union. It is proposed that these proposals do not warrant further scrutiny. Is that agreed? Agreed.

COM (2011) 384 relates to autonomous tariff quota for imports of high-quality beef. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2010) 807 relates to fishing activities near French Guyana. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2011) 103 is a fishing agreement for the south Pacific Ocean, COM (2011) 227 is a fishing agreement between the European Union and Cape Verde, COM (2011) 228 is a fishing agreement between the European Union and Cape Verde, COM (2011) 229 is a fishing agreement between the European Union and Cape Verde, COM (2011) 310 is a fishing partnership agreement between the European Union and the Kingdom of Morocco, COM (2011) 313 fishing partnership agreement between the European Union and the Kingdom of Morocco and COM (2011) 314 is a fishing partnership agreement between the European Union and the Kingdom of Morocco. It is proposed that these proposals do not warrant further scrutiny. Is that agreed? Agreed.

COM (2011) 330 is a multi-annual recovery plan for blue fin tuna in the eastern Atlantic and the Mediterranean and COM (2011) 470 is a multi-annual management plan for the Baltic Sea salmon stock and fisheries exploiting that stock. It is proposed that these proposals do not warrant further scrutiny. Is that agreed? Agreed.

COM (2011) 416 is a regulation of the common organisation of the markets in fisheries and aquaculture products. As the Department is satisfied with the objectives of this proposal, it is proposed that it does not warrant further scrutiny. However, it is also proposed that this committee should write to the Department asking that it keep us informed as to the progress of the negotiations as they unfold. If progress is not satisfactory, then we might revisit the proposal. Is that agreed? Agreed.

COM (2011) 484 relates to the European fisheries fund. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

We now move to adopted measures. COM (2011) 3 relates to the European Union position within the International Sugar Council on the extension of the International Sugar Agreement 1992 and COM (2011) 4 relates to the extension of the Grains Trade Convention 1995. It is proposed to note these adopted measures. Is that agreed? Agreed.

COM (2011) 27 relates to the inclusion of carbendazim as an active substance. It is proposed to note this adopted measure. Is that agreed? Agreed.

COM (2011) 28 is a proposal to authorise the placing on the market of genetically modified maize, COM (2011) 36 is an authorisation to place on the market existing feed produced from genetically modified maize and COM (2011) 40 relates to genetically modified cotton. It is proposed to note these adopted measures. Is that agreed? Agreed.

COM (2010) 792 is an agreement on port state measures to prevent, deter and eliminate illegal, unreported and unregulated fishing. It is proposed to note this adopted measure. Is that agreed? Agreed.

COM (2011) 243 relates to fishing opportunities for certain fish stocks. The committee understands that this proposal was agreed by Council on 20 June 2011. In light of that, it is proposed to note this adopted measure. Is that agreed? Agreed.

COM (2011) 426 relates to regulating the fishing opportunities - anchovy - in the Bay of Biscay for the period 2011 to 2012. It is proposed to note this adopted measure. Is that agreed? Agreed.

The final measure relates to food safety rules for fishery products and bivalve molluscs. It is COM (2011) 262 and concerns Decision No. 1/2011 of the Joint Management Committee for Sanitary and Phytosanitary matters. It is proposed to note this adopted measure. Is that agreed? Agreed.
