Scrutiny of EU Legislative Proposals.

A number of new proposals are before the committee for its consideration. There is a separate brief.

I will begin with proposals that, it is recommended, do not warrant further scrutiny and should be noted. As COM (2009) 132 does not have any implications for Ireland, it is proposed that it does not warrant further scrutiny. Is that agreed? Agreed.

I will now move on to proposals that do not require further scrutiny but, it is recommended, should be sent to the sectoral committee for information. The first such proposal is COM (2009) 121 a proposal for regulation of the European Parliament and the Council's amending regulation EEC No. 9593 on common rules for dedicated slots at Community airports. The Department of Transport is the lead Department. Given the potentially adverse impact of this proposal on the Irish aviation sector and the competitiveness in the market of Dublin Airport this proposal would ordinarily require further scrutiny. However, given the time constraints involved and the fact that Ireland's position is not supported by a vast majority of other member states it is proposed to note the proposal with concern. It is also proposed to forward the proposal to the Oireachtas Joint Committee on Transport for information and to monitor consideration of the proposal at the council in the coming week. It is also proposed to write to the Minister to outline the concerns of this committee today about this proposal and its very grave implications. Is that agreed? Agreed.
