Scrutiny of EU Legislative Proposals

There are five EU proposals listed under Schedule A and ten proposals and 13 notices listed under Schedule B for decision. Therefore, I propose we deal with Schedule B first.

The proposals listed under Schedule B are as follows: COM (2013) 687; COM (2013) 720; COM (2013) 731; COM (2013) 748; COM (2013) 750; COM (2013) 759; COM (2013) 760 ; COM (2013) 776; COM (2013) 811; COM (2013) 817; EWN (2013) C 195-4; EWN (2013) C 299-4; EWN (2013) C 300-5; EWN (2013) L 228-1; EWN (2013) L 229-2; EWN (2013) C 160-3; EWN (2013) C 246-5; EWN (2013) C 300-14; EWN (2013) C 340-13; EWN (2013) C 342-12; EWN (2013) L 126-1; EWN (2013) L 126-19; EWN (2013) L 152-5. It is proposed they do not warrant further scrutiny. Is that agreed? Agreed.

The first proposal is Schedule A, COM (2013) 207, proposal for a directive of the European Parliament and of the Council amending Council Directives 78/660/EEC and 83/349/EEC as regards disclosure of non-financial and diversity information by certain large companies and groups further scrutiny. It is proposed this proposal remains under scrutiny at this time and the Department be requested to keep the joint committee informed of developments on this proposal. It is further proposed that, if required, Department officials will be invited to discuss this proposal in the new year. Is that agreed? Agreed.

The second proposal is Schedule A, COM (2013) 798, proposal for a directive of the European Parliament and of the Council on seafarers amending Directives 2008/94/EC, 2009/38/EC, 2002/14/EC, 98/59/EC and 2001/23/EC. Ireland supports the proposal in principle. However, clarification is needed on aspects of it, in particular those relating to entitlements on insolvency which could have wider implications for Ireland. It is proposed that the proposal warrants further scrutiny and be kept under review with the assistance of both Departments involved. Is that agreed? Agreed.

The third proposal is Schedule A, COM (2013) 404, proposal for a directive of the European Parliament and of the Council on certain rules governing actions for damages under national law for infringements of the competition law provisions of the member states and of the European Union, text with EEA relevance. On the basis of additional information supplied, it is proposed this proposal does not warrant further scrutiny. Is that agreed? Agreed.

The fourth proposal is Schedule A, COM (2013) 740, proposal for a Council decision on a tripartite social summit for growth and employment. It is proposed this proposal does not warrant further scrutiny. Is that agreed? Agreed.

The fifth proposal is Schedule A, COM (2013) 803, proposal for a Council decision on guidelines for the employment policies of member states. It is proposed this proposal does not warrant further scrutiny. Is that agreed? Agreed.

The joint committee adjourned at 2.25 p.m. until 1.30 p.m. on Tuesday, 21 January 2014.
