Joint Committee on the Secondary Legislation of the European Communities debate -
Wednesday, 3 May 1978

Control of Concentrations Between Undertakings.

There has been disagreement in Sub-Committee on this draft report and I think it would be better to postpone it. In any case it is not something that is going to happen in a hurry in the Community. It has been going on for a long time and it will be going on for an even longer time. There is no urgency about it and in those circumstances I would prefer if Senator FitzGerald were here to clear the points.

Further consideration of draft report postponed.

Have we any other business?

Two brief items if I may. I would find it useful if, in considering all the reports that come to us from time to time we could get some indication of their relative urgency within the sausage factory in Brussels, and if we have to deal with them now or if they can be taken later to——

That information is normally given in the course of discussion in the Sub-Committees. The exact position is given in some detail.

Yes, but could that be clarified? It is difficult to process all the material but we could be discussing things at considerable length and find that their real position within the Commission, as distinct from their official position, was a long way down.

That is one of the things that we require in the memoranda from Government Departments. They usually indicate fairly specifically what the time scale will be. The initial memorandum from the Department——

——generally gives the position.
