As regards the Appropriation Bill, is it possible under the ordinary rules of the legislature that it would come before us for debate, or is the procedure merely that it should be passed by this Seanad?


I hope the Senator will postpone that conundrum to a more seasonable occasion. It is a matter that will require very careful consideration and discussion in this Seanad, first as to what a money bill is, and secondly what the powers, privileges, and obligations of the Seanad are in regard to it. I should be very loath to embark upon the premature consideration of that question. It is a matter that is present in my mind, and we will have to deal with it when the occasion arises.
