PRIVATE BUSINESS. - GREAT SOUTHERN RAILWAYS (MISCELLANEOUS PURPOSES) BILL—SECOND STAGE.

LEAS - CHATHAOIRLEACH

I move:—

"That the Great Southern Railways (Miscellaneous Purposes) Bill be read a Second Time."

I second, and I would appeal to the Seanad to let this motion be passed. Negotiations are pending with the people in Cork, and we have an understanding with them that we will satisfy them before we proceed with the Bill. My suggestion is that the Bill should receive a Second Reading, and that in the meantime we will conclude the negotiations that have already been started.

On behalf of Senator Dowdall, I object.

CATHAOIRLEACH

The Bill will automatically come on again. I do not think Senator Linehan heard the suggestion made by Senator Sir Walter Nugent. He said that there are negotiations going on with people in Cork, and that he intends to satisfy them.

Possibly the negotiations will be concluded before our next meeting. I understand they are not fully developed at present.

CATHAOIRLEACH

I will not put down the Committee Stage until I hear from Senator Sir Walter Nugent that these negotiations are completed.

As I said, we had an understanding with representatives in Cork that we will not proceed with the Bill until they are satisfied. As far as I know, there is every prospect of an agreement being reached.

CATHAOIRLEACH

If the Second Reading is passed to-day the understanding is that the Bill will not appear for Committee Stage until I ascertain that all parties are satisfied.

Question put and agreed to.

I move:—

"That a Joint Committee of both Houses be appointed to consider the Great Southern Railways (Miscellaneous Purposes) Bill, 1928."

CATHAOIRLEACH

I suggest to let that stand over, because if the Joint Committee is appointed here to-day we would have to get into communication with the Dáil, and they would have to proceed to appoint their representatives. I think it is better to say nothing about a committee, joint or otherwise, until we hear what the parties have agreed.

I am simply carry-carrying out the Standing Orders. If you take the responsibility——

I will.

It is my duty under the Standing Orders to move this.

We will say nothing about the Committee Stage at present.
