Private Business. - Cork Harbour Bill, 1927—Second Stage.

I move:

That, in view of the fact that the Ports and Harbours Tribunal has not yet reported, the Second Stage of the Cork Harbour Bill, 1927, be further postponed until the 22nd October, 1930, or, if the Seanad be not sitting on that day, until the next day thereafter on which the Seanad shall sit.

If I am in order I would ask that that motion be not discharged to-day but that it be allowed to remain on the Order Paper until we meet again. Some members of the Cork Harbour Board have been speaking to me, and while they are willing to comply as far as possible and to wait for the report of the Ports and Harbours Tribunal, that has been delayed a very long time. There are rather rapid developments going on in Cork, and I know that there is at the moment some congestion on the upper quays, so that if I am in order I would ask that that motion be allowed to remain on the Order Paper until our next meeting.

I think that would be in order. If this were a stage of the Bill it would be automatically postponed under Standing Order 100 by the fact of your formally opposing it. But, of course, that is not the case.

I would like to amend Senator Kenny's motion.

That would hardly be in order without notice. In the circumstances, and if the House agrees, we shall leave the motion over till the first meeting after Easter.
