I have been informed that the Taoiseach, who is in charge of the Institute for Advanced Studies Bill, finds himself unable, owing to the intervention of other pressing business and the taking of the Budget in the Dáil, to attend in the Seanad to-day, and he has asked the Minister for the Co-ordination of Defensive Measures to deputise for him.
