This Bill is virtually identical with that introduced in the Dáil on 19th July, 1950, and referred (on Second Stage) to the Standing Joint Committee on Consolidation Bills on 6th December, 1950. The Committee had not completed examination of the Bill when the Dáil was dissolved in May, 1951. The original Bill thereupon lapsed and the opportunity has been taken, in preparing the present Bill for reintroduction, to adopt any suggestions recorded by the Committee for textual alterations to ensure closer identity of the substance with that of the original statutes. The way is therefore clear for the new Joint Committee, if it should so decide, to take up the work of examining the Bill at the point where the former Committee left off.
