Vol. 66 No. 17

Rún Buíochais don Chathaoirleach.

Tá tagtha againn go dheireadh an ghnó agus ar son lucht an tSeanaid ba mhaith liom cúpla focal a rá mar gheall ar an gCathaoirleach má bhíonn cead agam.

Now that we have finished the business of the day, I should like with your permission, a Chathaoirleach, since I understand that you are not resuming your chairmanship of the Seanad, on behalf of all the Members of the Seanad here who served under your chairmanship in the past for many years in which you added dignity to the position, to express our gratification, first of all, at the fact that we had such an excellent Chairman; secondly, our deep regret that you are not any longer going to act in that capacity; and, thirdly, to wish you agus Bean Uí Bhuachalla happy days and every good wish that we can think of. We realise that it was an onerous position to occupy the Chair of the Seanad during those years in which you did so ably and efficiently, and I am sure that there is not a Member of this House who would not join me in saying that even handed justice was meted out to us all, and if we did on occasions feel the heavy hand, as I did myself on a few occasions for transgressing the rules, we realised that you were carrying out the Standing Orders of the Seanad of which you were guardian and custodian. We accepted it in the proper way in which decisions of that nature should be accepted. We are very happy, indeed, that we had your services as Chairman here for so long. As I say, every Member of the House will regret your departure from the House and hope that you will not entirely sever your connection with Leinster House where you personally either as a Member or in your capacity as Chairman so well and truly helped all of those who had the happiness and pleasure of making your acquaintance.

Go n-éirí go geal leat agus go n-éirí an t-adh leat san am atá le teacht.

I should like to be associated with what the Leader of the House has said. Indeed, it is more than 20 years since I first took an interest in public life. At that time you were, Sir, a speaking Member of this House and contributed greatly, honourably and effectively to the proceedings of the House. Since I have become a Member I have had occasion at close hand to see you acting as Chairman, acting with kindliness, dignity and humour in the various offices that fell to you as Cathaoirleach of Seanad Éireann. We have I think all felt confidence, as Senator Ó Maoláin has said, in you. When, indeed, we have brushed against your rulings, in cold blood we have realised that it was you who were in the right.

I should like to say that those of us on this side of the House have never had any reason to doubt your integrity or impartiality in running the business of this House. I might, perhaps, Sir, also speak not just for myself but for all those who have acted as Leas-Chathaoirleach under you and to say that you have always made our job an extremely easy one. You have by your advice and by your kindliness made the task of assisting you in the House an extremely easy one indeed. We all join in wishing you a splendid retirement.

Gach rath ort agus saol fada chugat tar éis na hoibre a dhéanamh.

Ba mhaith liom cuidiú leis an rún molta sin. Tá anáthas orm go raibh caoi agam aithne a bheith agam ort agus go raibh seans agam a bheith sa tSeanad nuair a bhí tú id Chathaoirleach. D'fhoghlamaíos a lán uaitse. Bhí tú i gcónaí cineálta agus cúramach. Thug tú an-chabhair domsa agus do gach Seanadóir eile.

I am very happy to be associated with this vote of appreciation of our Chairman. We are sorry, indeed, to note that you have decided to retire though we hope that maybe other means would persuade you to reconsider that decision and that it is not completely final yet, and, indeed, if any of us are fortunate enough to be back here we would welcome seeing you back if at all possible. We are happy for the experience of serving under you in this assembly and of endeavouring to contribute what we could to the work of the Oireachtas. Indeed, your inspiration and help were invaluable to all of us, especially those of us of the University Panel, who have always been proud and happy to point you out and say that you were one of ourselves, that Professor Ó Buachalla was in the Chair, and we have always felt that your performance has added lustre to the university at all times.

Go dtuga Dia saol fada sona dhuit.

On behalf of myself and my colleagues in the Labour Party I should like to be associated with this vote of thanks to you. We, too, have always felt you have been a helpful, kindly and impartial chairman. I personally would like to pay tribute to your helpfulness to me, to your kindness in helping my tottering footsteps on occasion, fitting me in when I was not quite sure if I was in the right spot, letting me wander a little too, at times. The new Seanad will miss your help and natural kindness and those who have been here will realise how kind you were. I sincerely hope that your successor will follow the example you set. I thank you personally very much for your great kindness to me over the years.

Mar Sheanadóir neamhspleách ba mhaith liom cuidiú leis an rún buíochais a mhol an Seanadóir Ó Maoláin. A Chathaoirleach, chomhlíon tú do dhualgaisí sa chathaoir le h-éfeacht, le cneastacht agus le dínit. Guím saol fada dhuit agus tá súil agam go leanfar do eiseamháir sa tSeanad nua.

I should like, as an Independent Senator, to pay tribute also to you for the great dignity which you showed in the chairmanship of the Seanad. We appreciated always your paternal and benign firmness. You ruled us with a firm yet with an efficient hand. Your contribution here to the public service is outstanding and should be remembered by all who value such service. You have fulfilled your office with efficiency, with dignity and with courtesy. I join with the other Senators in wishing you ad multos annos.

I heartily endorse the sentiments already expressed. I know those sentiments are shared by every Member. I wish to put on the record that my most pleasant memory of the Seanad is that you paid me the honour of being one of your substitutes in the Chair. Looking back, I think of the guidance and the example you gave me in carrying out those duties. Like the other Members I regret that you have decided to retire and leave the Seanad. You will be most deeply missed. As has been stressed, the kindliness with which you ruled us has been the most marked feature of your reign here, and it will be very difficult to replace you.

Tá mé anbhuíoch done Seanadóirí. Tá cineál imní orm go bhfuil mé ag sárú rialacha an tSeanaid tré bheith ag caint. Sa mhéid sin ní moladh ach a mhalairt atá tuilte agam.

Fellow Senators, I just wish to thank very sincerely Senator Ó Maoláin, the Leas-Chathaoirleach, Senators Quinlan, Miss Davidson, Brosnahan and Sheldon for the very kindly remarks they have just made. My thoughts and feelings at this moment are of profound gratitude to the Seanad for the honour they have done me so often in appointing me to this Chair. I hope I have not let the House down.

I also want to express my very deep appreciation for the excellent spirit and co-operation shown by the Members of the House on all sides during the long years I have been in the Chair. May I also include in this expression of appreciation the officers of the House whose competence and devotion to their duties I have always admired and wish to commend.

To those Senators who, like myself, are retiring I pray every blessing. I wish them many years of peace, quite and rest. To the remainder, who are candidates in the current election, Senators from all sides of the House, I wish every success and pray every blessing on their work in the years ahead.

Leis an méid sin táimid taghtha go dtí deire an cúrsa agus tá an Seanaid ar athló anois sine die.

The Seanad adjourned at 4 p.m. sine die.
