Private Business. - Business of Seanad.

Before we recommence the debate I understand there have been some discussions in regard to the time at which the Minister might be called to conclude the debate.

I should like to suggest, with the approval of the House, that the Minister be allowed to come in at 4.15 p.m. instead of 4.30 p.m. It would give him more time to reply to what has been an exhaustive debate. In connection with the Social Welfare Bill, I should like to suggest that the Minister concerned would be allowed in not later than 9 p.m. with the intention of concluding all Stages of the Bill this evening. It is also proposed that the House agree to sit through the tea break.

I hope that this means that people wishing to speak on this Bill will be given at least a reasonable opportunity to do so. I do not know how many speakers there will be. I presume that when Senator Russell proposes that the Minister come in this evening at 9 p.m. this means we will be taking the Second Stage.

That is all that the House would agree to.

He is coming in at 9 p.m. on the Second Stage of the Social Welfare Bill? In that case, the House will not necessarily adjourn at 10 p.m. this evening. If it is decided to take all Stages of this Bill will the House sit later?

That is up to the House, I suggest, at this juncture.

Is this new order in the business of the House agreed to?
