Seanad Éireann debate -
Thursday, 21 Feb 1974

Vol. 77 No. 3

Order of Business.

It is proposed to take No. 1 only and to adjourn at 10 p.m.

Would the Leas-Chathaoirleach indicate to me if a notice of my intention to raise a matter on the adjournment which I submitted yesterday will be taken? Have you any information on it.

An Leas-Chathaoirleach

It is being considered at the moment by the Cathaoirleach and he will communicate with the Senator later in the day.

Because of the urgent human and social needs which the provisions of this Bill could well meet, and since the Government have indicated that they will permit a free vote on their own Bill, they are clearly not serious and cannot be trusted on this issue. For this reason the Seanad does not need to extend the usual courtesy of waiting to see the provisions of their Bill. I move that the debate on this Bill be continued as long as is needed to conclude the Second Stage, with the Committee and Final Stages to be taken next week.

An Leas-Chathaoirleach

The proposal is that we take No. 1. Is that agreed?

Senators

Agreed.

An Leas-Chathaoirleach

An additional proposal is that we adjourn at 10 o'clock has been made. To that proposal an amendment has been moved by Senator Browne that the debate should continue to conclusion. Is there a seconder to the amendment? Is the House agreed that we adjourn tonight at 10 o'clock?

Senators

Agreed.

An Leas-Chathaoirleach

The Order of Business has been agreed.

I am proposing that the Family Planning Bill be taken today until it is concluded.

An Leas-Chathaoirleach

The Senator has not had a seconder for his amendment. I put to the House the proposal that we adjourn tonight at 10 o'clock and it has been agreed.

We do not want any closure.

An Leas-Chathaoirleach

The House will rise tonight at 10 o'clock.

Why is it decided not to take this measure today?

An Leas-Chathaoirleach

I put it to the House and it has been agreed to rise tonight at 10 o'clock. We have no seconder to your proposal, Senator, so I cannot put it to the House. All that is ordered for today is item No. 1, The Family Planning Bill. If the debate has been finished before 10 o'clock the House will then rise.

A vote should be taken on this.

An Leas-Chathaoirleach

It is a matter for the House at that stage, if the debate has been finished.

If there is no further——

An Leas-Chathaoirleach

It is a matter for the House to decide then.

Is it not a matter for the House to decide now?

An Leas-Chathaoirleach

No. The House has ordered the business.
