Business of Seanad.

I have considered the application from Senator Martin to raise on the Motion for the Adjournment of the House tonight the following matter:

The subject of the advisability of suspending plans for civic offices on the Wood Quay site, Dublin city, pending a full report on the archaeological potential of that site.

I have ruled that the matter is not in its present form in order for discussion on the Motion for the Adjournment on the ground of lack of ministerial responsibility. The Minister has been communicated with in the matter.

Surely the fact that the Minister has authorised the developments there means that he is responsible at least for that decision?

I have ruled on the position as it stands. If the Senator wishes to discuss alternative forms which the motion might take, this can be done outside the House.
