It has been agreed between the parties that Second Stage will finish at 6 o'clock and that the House will adjourn at 6 o'clock and resume at 7 o'clock with the intention of sitting late. I understand no order has been made by the House about finishing time so far.

I do not think an agreement was reached that Second Stage would finish by 6 o'clock.
It was agreed that it would finish by 6 o'clock.
There was not agreement on the Order of Business this morning.
It was agreed between the Whips since then.
What am I to do? The Minister has to reply and will he be given that opportunity before 6 o'clock or afterwards?
I do not know how much time the Minister will take. Perhaps the Minister would help us by saying if he will be half an hour or three-quarters of an hour?
Less rather than more.
One significant contribution from the Government side would mean the Minister would only have to make a small contribution.
If the Minister was called at 5.40 p.m. he would have sufficient time.
Mr. O'Toole
There are more speakers on this side of the House. I do not think it is fair to have any intervention at this stage which will deny Members the right to speak either on Second Stage or on any Stage. I disagree with the interruptions by Senator O'Leary in connection with curbing any Senator who has had the patience to wait his turn.
That is the point I wanted to make.
If there is no agreement, there is no agreement.
