Dentists (Amendment) Bill, 1983: Motion For Earlier Signature.

I move:

That, pursuant to subsection 2º of section 2 of Article 25 of the Constitution, Seanad Éireann concurs with the Government in a request to the President to sign the Dentists (Amendment) Bill, 1983, on a date which is earlier than the fifth day after the date on which the Bill shall have been presented to him.

Early signature by the President is necessary in this case because in the normal way the Bill would not be signed by him until 14 November 1983 at the very earliest. The term of office of the Dental Board expires on 13 November so that in that event the board would not be in existence at the time of the signing of the Bill. The Government have had legal advice that the provisions of the Dentists (Amendment) Bill, 1983, would in fact have no effect if the Bill failed to be enacted before the expiry of the term of office of the Dental Board. In the circumstances early signature by the President is essential to give effect to the provisions of the Bill.
