Electoral (Amendment) (No. 2) Bill, 1983: Committee and Final Stages.

SECTION 7.
Question proposed: "That section 7 stand part of the Bill."

We need on section 7 to move a technical amendment to refer to a change in the Title of the Bill. The problem arises in the wording of this section due to the fact that the Bill will repeal the 1980 Act which contains the current collective citation and it is not certain whether this Bill will be enacted before the enactment of the Electoral (Amendment) Bill, 1983 which is the one dealing with the votes for UK citizens. If that Bill is enacted first then the collective citation for this Bill would be "the electoral Acts, 1923 to 1983 shall include this Act". The wording of this section has been arranged provisionally on the basis that this Bill may be enacted before the voting rights Bill. It is proposed to seek to arrange progress of the Bill so that No. 2 Bill will be enacted first and subsequently to amend the collective citation of the voting rights Bill on Committee Stage in the Seanad. This will involve referring that Bill back to the Dáil for approval of the Seanad amendment. As the amendment would be purely technical, reference back to the Dáil should not involved any undue delay.

To get it straight, which one is the Minister of State referring to?

It is appropriate that the reference to (No. 2) in section 7 (1) and in the Title of the Bill should be deleted. That is basically what I propose.
