Order of Business.

It is proposed to take Nos. 1, 2, 3, 4 and 5 in that order. Regarding No. 3, it has been agreed with the Leader and the Whip of the Opposition that the House will be allowed facilities to have a debate on CIE, which is involved in this Bill, on Wednesday, 25 January. It is intended to allow Government time for a full debate on CIE. That is to facilitate the Minister to get all the Stages of his Transport Bill today. No. 5, which is a Private Member's motion, may not necessarily be reached. In other words, it is our intention to finish Government business first and we will not be interrupting business at 5 o'clock to take that motion if there is still Government business to be dealt with.

What did the Acting Leader of the House say would be taken on 25 January?

We intend, on 17 and 18 January, to have a general debate on the substance of the Appropriation Bill, which is of primary concern. That Bill will be coming up next week and in order to facilitate its passage next week we set aside those two days in January for such a debate. That is why we decided on 25 January for the debate on CIE.

What is the situation regarding the Twenty-First Report? It seems that we will not reach this January 1983 report until at least February or March 1984, if we are to take the Appropriation Bill when we come back, and then the debate on CIE — and presumably there will be a certain amount of legislation as well. Perhaps this item should be removed from the Order Paper altogether and we could take the Twenty-First, Twenty-Second and Twenty-Third Reports together. We keep saying this is an historical document, but the position is getting out of proportion. It is urgent that we discuss in this House what is happening in Europe but we are not getting an opportunity to do that and something will have to be done to get this matter dealt with as soon as possible.

I could have ordered it for today but in fairness to the subject I felt it was unfair to order it on a day when we could not devote sufficient time to it. It will be ordered for next week, if business goes smoothly because this is an important subject and the Minister will be available then if time permits. I will propose that this be ordered for next Wednesday.
