Order of Business.

It is proposed to take Nos. 1, 2, 3 and 4 in that order. In case every socialist in the country has a seizure about the name of Senator Shane Ross being included here with a group of socialists, I want to say it is out of courtesy to Senator Ross who was a member of the Oireachtas delegation that went out there. It is appropriate to have his name included here.

I do not think it is a bit out of courtesy, Senator.

I would be shocked if Senator Ross' party had anything to do with the socialists.

I would like to thank the Deputy Leader of the House for misleading the House. I wrote the motion, phrased the motion and very kindly allowed Senator Higgins to propose it because his knowledge of the area is slightly greater than mine, but a lot greater than the members of the Labour Party who have also signed it.

I would like to ask the Deputy Leader of the House, in regard to item No. 13, the Criminal Justice (Abolition of Death Penalty) Bill, 1984, do the Government propose giving time to that item or will we have to press for it ourselves? We spent two weeks debating it. Will the Government give time to it at some stage?

I will have to bring in a record and play it every week. When are we going to complete the Housing (Homeless Persons) Bill? I have been remarkably patient. I am beginning to think that the homeless persons are somewhere in the category of the untouchables in India, that we all speak favourably of them but time will not be allocated to discuss them. I have been very patient. uncharacteristically so. I may have to disgrace myself here to get any attention on the issue of the homeless. Many people are criticising me. It is not your fault. Sir, I appreciate that. Only if I disgrace myself will it become your fault. In the interim I wish I could get some commitment in regard to a time for completing the Second Stage of the Housing (Homeless Persons) Bill.

At the rate the Government are performing the whole country will be homeless soon.

Are we adjourning for tea?

It is agreed that we adjourn for tea from 5.30 p.m. to 6.30 p.m. The Labour Party motion No. 4 will be taken from 6.30 p.m. to 8 o'clock, otherwise it could not have been taken at all because it is Labour Party time. That covers the point made by Senator Ross. Senator Ryan's question is continuously being asked. No. 3 is being ordered.

It is not my fault.

It is not my fault either. It is a matter for the House to decide how business is ordered. I am proposing it. It is included in today's Order of Business and will continue to be ordered by me until we reach it. I hope it does not come to the stage that the Bill might fall or anything like that.
