Business of Seanad.

Normally, we do not commence any new business after 4 p.m. on a Thursday. By extension of that principle, we should take note of the fact that we have less than an hour available now. I understand that Senator J. Higgins who will move the motion, will probably not require more than ten or 15 minutes. I understand that the Minister is anxious to come in today. If this is the way in which the debate develops, the House might consider at the conclusion of the Minister's speech adjourning the debate and resuming it next Thursday when Senators would have been able to digest the Minister's contribution to the debate. I think this is a matter for decision at the conclusion of the Minister's speech.

It is a matter for the House after the Minister concludes.
