Request Under Standing Order 29.

I have notice from Senator Shane Ross regarding a motion which he wishes to move under Standing Order 29. I now call on Senator Ross to give notice of his motion before I give my ruling.

I wish to move a motion for the Adjournment of the Seanad on a specific and important matter of public interest requiring consideration, the matter being that the Government immediately remove the growing doubts about their intention to implement the Extradition (European Convention on the Suppression of Terrorism) Act, 1987, on December 1 and resists the pressures to delay it from their backbenchers in Seanad Éireann.

I have given careful consideration to the matter raised by Senator Ross. I do not consider it to be a matter comtemplated by Standing Order 29. I regret, therefore, that I have to rule it out of order.

On a point of order, I do not, for one moment, question the Chair's ruling, but I would like to make a point of order on it.

Senator Ross, I have made my ruling and we cannot discuss this matter now.

I want to make a point of order, the point of order being that, on an issue of this type, extradition, which has attracted world press——

Senator Ross, you are now commencing to make a speech and I have made my ruling.

How can I raise in the Seanad under the present Standing Orders an issue like extradition on which the Government could be backsliding if I cannot raise it now? It is a matter which has attracted world press——

Senator Ross, would you please resume your seat? I have made my ruling and if you are confused about my ruling when I am not in this Chair I will be in my office for the whole afternoon and we can discuss it.
