Adjournment Matters. - Kilkee (Clare) National School.

I thank the Minister of State, Deputy Allen, for coming in this afternoon. We appreciate the Minister's interest in this matter.

The national school in Kilkee has been the cause of long and drawn out discussions over a number of years. In 1993 a decision was made to fund the building of a new national school. The intention was to amalgamate with the existing school and put a new extension onto it. While a number of meetings took place between the school's board of management, the staff, the design team and the Department of Education, indications were given a while ago that everything was ready to proceed with the building as it had been designed. Planning permission was sought for the development and it was granted in November 1995. At that stage everything seemed to be all systems go for the new construction. Suddenly the Department intervened to make changes to the design. The suggestion was made that some of the proposed rooms which were being added on were too large and needed to be re-examined. The students have been attending an old school which is partly run down and neglected. The facilities are not adequate for these children. The situation is deplorable.

We need to get an indication from the Minister of State that the funding is available to enable the building of the school to commence and that whatever design problems they have can be ironed out. I understand that officials from the Department have been in touch with the design team. The general feeling up to quite recently was that everything was ready to proceed. Unfortunately, an indication was given recently that the project may not be able to proceed because of a scarcity of funds. The Minister of State can deny that, but this has been the feeling locally. It has taken its place in the queue with other projects and the same urgency is not attached to providing the extension as was there a while ago. The board of management is involved in fund raising activities and it needs to get a clear indication from the Department as to what the plans are, when the building is likely to commence and what changes, if any, will be made to the original design.

This is a serious matter for the children involved and for the parents, board of management and teachers. They are keenly aware of the necessity to get this building under way and, hopefully, to see construction starting this year. We need to clarify the present status of the application and how soon they can expect work to commence there.

I am glad that the Senator has given me the opportunity of outlining to this House my Department's intention in relation to the provision of improved accommodation to facilitate the amalgamation of the boy's and girl's national schools in Kilkee.

The boy's national school has a staffing level of a principal, plus three assistant teachers, while the convent has a staffing of a principal, two assistants, a privileged assistant and a remedial teacher. The combined enrolments of both schools is 206.

The Minister is aware that the accommodation in the convent school is less than satisfactory and consequently the Department has agreed to the amalgamation of both primary schools, with the boy's school as the site of amalgamation. A project to facilitate this amalgamation was included in the capital programme. Three new classrooms are being provided, together with a general purpose room, remedial room and ancillary accommodation. The eventual accommodation will be seven permanent classrooms.

In this case the school has appointed its own design team. Working drawings and a cost plan have been submitted to the Department for examination. However, the cost plan exceeds the original estimate by a significant sum and the Department is currently identifying areas where savings might be achieved. At a recent meeting with the design team the Department put forward its proposals and these proposals are currently being considered for implementation by the design team. The school authorities are aware of the current situation. When this exercise has been completed and agreement is reached with the school authorities the tender process will be initiated.

I assure the Senator that my Department appreciates the urgency of the project. Every effort is being made to ensure that this project proceeds to construction at the earliest opportunity. I assure the Senator that there is no question of moneys not being available or of delaying for the sake of saving on the capital budget. It is a question of getting the detail and the costings right.

I thank the Minister of State. Will he keep me informed of developments there because this could go on for months? Could he give any date on when it will begin?

The ball is in the court of the school's design team. The proposals that have been made by the Department are with the school's design team and they are to respond to those proposals. As soon as those responses are back, I would hope that agreement can be reached and the project can proceed.

Is there any difficulty with funding?

There is no difficulty with funding, but the difficulty is that we must ensure that a project does not run out of control as regards costs. An estimate was made of it and as far as possible that estimate must be applied.
