Adjournment Matters. - Dúchas Projects.

I welcome the Minister to the House and thank her for coming to address this matter. This is an opportunity for me to convey the thanks of the people of Leitrim and west Cavan to the Minister and her Department and, by extension, to those who were responsible not only for establishing the Shannon-Erne link but also for the high standard of maintenance and the continuing monitoring of the services available to cruiser traffic on the Shannon-Erne waterway.

It is in that context that I raise this matter. Leitrim village, which is in my own home area, has experienced remarkable progress since the Shannon-Erne canal re-opened only a few short years ago. Progress in the village is perhaps best illustrated by current proposals to build a number of town houses with marina facilities leading into the Shannon on one side of the bridge, and a hotel complex and apartments on the western side of the bridge. These will be of great economic benefit not only to Leitrim village but to its hinterland.

One small area close to the bridge in Leitrim has fallen into a state of neglect and disrepair. For that reason I feel it is opportune for the Minister to investigate whether her Department, or specifically Dúchas which is responsible for the maintenance of the waterways, has proposals to repair and upgrade this access point. I strongly propose that the upgrading be carried out if at all possible because it would provide yet another landing area for the hundreds of boats now accessing Leitrim village. As the Acting Chairman is aware, the village is the junction of the Shannon-Erne waterway. Those arriving in the village from the east can choose to go south down the Shannon to Carrick-on-Shannon and beyond or north to the restored Lough Allen Canal.

The Minister has been to the forefront in ensuring ongoing development on the Shannon waterways and I know she will agree that this small remaining piece of ground in Leitrim village could be upgraded and brought to the same standard as that on the other side of the bridge. This proposal has the strong support of the Leitrim Development Association and I wish to acknowledge its secretary, Mr. Seamus Regan, who together with many others has been involved in sterling work to ensure Leitrim village maintains a high standard of services for the many tourists, visitors and residents.

I listened with interest to what the Senator had to say and am pleased to have this opportunity to respond.

As Members are aware, my Department is fully committed to the development of the inland waterways of this island. The Government, with the assistance of the European Union through the Regional Development Fund, has provided almost £20 million for the waterways development programme in the period 1994-9 as well as approximately £5 million annually for the ongoing maintenance and management of the waterways system.

Members are well aware of the attraction of the Shannon, our premier waterway which has been a major tourist attraction since the 1960s. The hire boat industry continues to expand. To help the development of this resource we are continuing to invest in new destinations and enhanced facilities along the Shannon. This year we will complete major projects by extending the navigation along the River Suck to Ballinasloe, County Galway, and along a new canal from Lough Key towards Boyle, County Roscommon. We will also start major projects in Limerick, Shannonbridge and Ballyleague.

The reopening of Lough Allen has also added a large additional cruising area to the navigation, and the lock at Drumshanbo, County Leitrim, is a marvellous example of craftsmanship. The Senator will be aware that my Department spent over £1.5 million restoring this navigation and that we intend to carry out further works this year to link the moorings at Spencer Harbour to the land.

In 1994 the connection between the Shannon and Lough Erne was reopened. Formerly known as the Ballinamore-Ballyconnell Canal, this waterway was renamed the Shannon-Erne waterway as it links the two best known waterways on the island. The level of traffic passing through the waterway has exceeded expectations and there were times last summer when it was running at practically full capacity. The area through which it flows has benefited from increased tourist revenues and I compliment the local people of counties Cavan and Leitrim who are so enthusiastic about the waterway and have guaranteed its success.

Regarding the specific issue raised by Senator Mooney, the carpark at Leitrim village is the property of Leitrim County Council – my department only owns a two metre strip along the river. Within this strip is a masonry retaining wall along the river, the integrity of which has started to deteriorate and on which remedial works will be necessary.

I am pleased to inform the Senator that my regional engineer has been in contact with a representative of the Leitrim Village Development Association and a meeting has been arranged for next Monday between representatives of the association, Leitrim County Council and officials of my Department to discuss the retaining wall, the carpark and other related issues. From my Department's point of view I can assure the Senator that if works are deemed necessary for the structural integrity of the wall they will be carried out.

The Senator will be aware that access to the carpark and slipway is restricted and that there is a new carpark and slipway on the eastern side of the bridge in the village. This new fully surfaced and landscaped carpark, under the management the waterways section of Dúchas, also fronts on to the waterway and serves the new floating moorings which were constructed for the reopening of the waterway. It also has an attractive modern service block providing laundry facilities, showers, toilets and waste disposal units for the general public and those travelling along the waterway.

In recent years my Department has invested heavily in the north Shannon region and in County Leitrim in particular, and I welcome this opportunity to put on record my Department's commitment to the continuing development of the Shannon navigation.
