Before proceeding with the business proper, we should agree a timetable for today. I suggested to the Minister and some of the Members present earlier on that we will sit from now until 4.15 p.m, have a sos until 5.30 p.m and resume until 7 p.m. Is that agreed? Agreed?

I introduce Mr. Joe Allen from the Department of the Environment. He is here because Part IX of the Bill deals with housing loans, mortgages and other related areas.

You are welcome, Mr. Allen. I hope you have all the answers for us.
