I move amendment No. 19:
In page 7, lines 18 to 21, to delete subsection (1) and substitute the following:
"5.—(1) A person carrying on casual trading at any place shall—
(a) display the number of the casual trading licence relating to the trading in such manner as may be determined by the local authority and in such a position at the place as to be clearly visible and easily legible to members of the public at the place,
and
(b) if so requested, produce the licence on demand to any person at the place.".
The purpose of the amendment is to take into account concerns expressed previously by Deputy Gregory, Deputy Costello and the casual traders' association regarding the need to avoid displaying the home address of traders on casual trading licences for reasons relating to their safety and security. While I note Deputy Gregory still opposes section 5, despite my amendment, I believe the amendment diminishes these concerns while retaining a degree of protection for the consumer. On this basis I ask Deputy Gregory to consider the new position and withdraw his objection. I think this is a reasonable balance between the fears he advised of earlier — of which I take serious account — and the necessity to give the consumer some protection. This is the best balance which can be devised and I ask him to acknowledge that if possible.
