DEPUTY MICHAEL BELL IN THE CHAIR.

The meeting today will consider Committee Stage of the Harbours Bill, 1995. I welcome the Minister and the officials from the Department of the Marine.

Bá mhaith a chuir in iúl don choiste go bhfuil mé anseo in ionad an Teachta Uí Ruairc. I am substituting for Deputy O'Rourke. I am not a Member of this illustrious committee but I have had an opportunity to see how expertly the Chairman deals with proceedings. I hope I do not make the committee's afternoon too troublesome.

The Deputy is welcome.
