I have technical advice that the phrase "permissible limits of error" would more correctly describe the position, which is that all standards are subject to a defined degree of error, sometimes called tolerances. Provided a standard remains within those limits it is deemed to be correct. No standard or measuring instrument can be absolutely correct, thus standards/instruments continue to be used even where they deviate slightly from the nominal value because of normal wear and tear. For example, a kilogram mass in every day usage may have a tolerance either way of 150 milligrammes from the nominal value. If it remains within the overall 300 milligrammes band it is deemed to be correct. The proposed change will bring the terminology in the Bill into line with international practice.
