SECTION 87.

I move amendment No. 85:

In page 114, subsection (1), line 28, after "or" to insert "(if, in the opinion of the Commissioners, the value of the thing the subject of the proceedings does not exceed £5,000)".

Question proposed: "That section 87, as amended, stand part of the Bill."

Section 88 sets out the powers of the commissioners to deal with goods or vehicles seized before they are condemned. What does condemnation mean in this case?

I am informed that condemnation means confirmation.

It is an executive decision that they are "uncustomed" or "unexcised".

Is it purely a technical legal term used in this respect?

It is confirmation that they should be forfeited.
