SECTION 10.

Question proposed: "That section 10 stand part of the Bill".

We were told earlier that the wording was more modern or up-to-date. That is not the full story. There is a difference between "with the consent of" and "after consultation with". "After consultation with" does not imply agreement while "with the consent of" does.

The provision in sectio0n 10 has been tightened. this section, which is a common provision, makes a minor amendment to section 6 (5) of the 1957 Act which reads as follows: "A member of the board shall be paid out of the funds at the disposal of the board such remuneration and allowances for expenses as the Minister, after consultation with the Minister for Finance, determines". The effect of the amendment is that the remuneration and allowances of board members will be determined by the Minister for Health subject to the consent of the Minister for Finance, rather than following consultations. The Deputy is correct in his interpretation of what is happening in the section. That is the intention.
